Determines the offset to the invoking item by number of rows

Description

If this object is located using POPUP_LOCATE logic (or auto_locate_state is true), it will pop up to the right of the invoking item by the number of columns in column_offset and below it by the number of rows in the Row_Offset property. This property may have a negative, as well as positive, value. This offset is stated as a number of rows, these being the row height for the font currently in effect.

Default is 1.
